Nestled between the Pensacola Bay and Santa Rosa Sound, the City of Gulf Breeze is a scenic coastal community recognized for its exceptional quality of life and commitment to environmental stewardship. As the City addresses challenges related to sea level rise, resiliency, and the balance between commercial growth, walkability, and downtown vibrancy, thoughtful planning will be essential to guide future development while preserving the City’s distinctive coastal character.

The City is updating its Comprehensive Plan to guide growth and development through 2050. This long-range plan establishes goals, objectives, and policies across key areas including land use, housing, transportation, infrastructure, coastal management, conservation, and parks and recreation.

The Gulf Breeze Comprehensive Plan is a long-term roadmap for the future. It is a community-driven vision that guides how our city grows, changes, and thrives over time. Using Goals, Objectives, and Policies, the Plan helps the City to:

  • Coordinate local decisions across departments and projects
  • Provide clear guidance for landowners, developers, and residents
  • Protect our unique natural resources and coastal character
  • Plan for the services and facilities that make Gulf Breeze a great place to live, work, and visit

Florida Statutes require Comprehensive Plans to be updated every 7 years, and the city’s deadline is coming up. Through this update, Gulf Breeze has an opportunity to look forward and ensure that the plan reflects today’s needs and tomorrow’s opportunities. Updating the Comprehensive Plan allows the City to:

  • Revisit and refresh the community’s shared vision for the future
  • Proactively guide growth rather than react to it
  • Reevaluate how decisions are made and improve local processes
  • Update standards for infrastructure, housing, and public facilities
  • Identify opportunities and address challenges facing Gulf Breeze today and in the decades ahead
  • Stay consistent with recent changes in Florida law

This update ensures that the plan reflects who we are now and who we aspire to be in 2050.

Comprehensive Plans are organized into elements (chapters), focusing on specific topics. The adopted Gulf Breeze Comprehensive Plan includes 12 elements:

  • Transportation
  • Housing
  • Infrastructure
  • Coastal Management
  • Conservation
  • Recreation and Open Space
  • Public School Facilities
  • Intergovernmental Coordination
  • Capital Improvements
  • Property Rights Protection

Each element contains two parts: (1) Data and Analysis and (2) Goals, Objectives, and Policies.

  • The Data and Analysis section contains facts and figures related to past and future growth and development trends.
  • The Goals, Objectives, and Policies implement the community’s future vision.
